Interest in applying for Student Care Fee Assistance (SCFA)
Kindly complete this e-form to apply for SCFA. If you are interested to apply for more than 1 child/ward, please complete 1 e-form for each child/ward.

We would like to inform you that completing this e-form is not a confirmation for SCFA as all SCFA applications have to be processed and approved by Ministry of Social and Family Development (MSF).

Big Heart Student Care reserves the right not to assist with the application for any parents who are not eligible.

In accordance to the updated Personal Data Protection Act (PDPA) effective 1 September 2019, SCC is able to collect copies of the child’s Birth Certificate / Parents’ IC or IC of any other authorised fetchers as it pertains to the safety and security of the child. These documents are also required by MSF for the purpose of subsidy application. Parents / guardians may refer to the PDPA guidelines for further reference.
Student Care Fee Assistance (SCFA) Scheme Eligibility Criteria
The SCFA scheme provides financial assistance for children from lower-income families who enrol in SCFA Administrator Student Care Centres (SCCs). A portion of the SCC monthly fees is subsidised depending on the household/per capita income of the family.
Criteria for eligibility: -
  • Both you and your spouse are working at least 56 hours per month.
  • Your total monthly family income is $4,500 or less each month or your monthly household per capita income is $1,125 or less
  • Your child is between 7 – 14 years of age.
  • Your child will be attending an MSF-registered Student Care Centre.
  • Your child is a Singapore Citizen or Permanent Resident (at least one immediate family member in the same household must be a Singapore Citizen)

The Start-Up Grant of up to $400 will also be extended to families with gross HHI of up to $4,500, or PCI of up to $1,125 for families with five or more family members.

Students under SCFA are required to meet a minimum requirement of 50% attendance every month to be eligible for the monthly fee subsidy.

4 Applicants who are medically unfit to work A copy of a recent medical memo from the doctor stating duration that applicant is unfit to work
5 Applicants who are caregivers for elderly parents A copy of a recent medical memo from the doctor stating that applicant is the main caregiver of elderly parent
6 Applicants who are undergoing training A document that verifies that applicant is attending a full-time training and educational programme, inclusive of the duration of the course.
7 Applicants who are incarcerated A copy of the Letter of Incarceration (LOI) from the prison office
Documents required for Marital Status:
8 Applicants who are single A screenshot of Registry of Marriage (ROM) ‘Search for marriage records’
9 Applicants who are re-married
  1.  Marriage certificate for latest marriage
  2.  Divorce and custody papers, reflecting ‘care and control’ arrangement for child(ren)
10 Applicants who are widowed Death certificate of Spouse
11 Applicants who are divorced / in the process of divorce
  1.  A copy of divorce and custody papers (inclusive of Certificate of Final Judgement), reflecting ‘care and control’ arrangement for  child(ren)
  2.  Letter from lawyer firm if in the process of divorce
