Interest in applying for Student Care Fee Assistance (SCFA)

Kindly complete this e-form to apply for SCFA. If you are interested to apply for more than 1 child/ward, please complete 1 e-form for each child/ward.

We would like to inform you that completing this e-form is not a confirmation for SCFA as all SCFA applications have to be processed and approved by Ministry of Social and Family Development (MSF).

Big Heart Student Care reserves the right not to assist with the application for any parents who are not eligible.

In accordance to the updated Personal Data Protection Act (PDPA) effective 1 September 2019, SCC is able to collect copies of the child’s Birth Certificate / Parents’ IC or IC of any other authorised fetchers as it pertains to the safety and security of the child. These documents are also required by MSF for the purpose of subsidy application. Parents / guardians may refer to the PDPA guidelines for further reference.

Student Care Fee Assistance (SCFA) Scheme Eligibility Criteria
The SCFA scheme provides financial assistance for children from lower-income families who enrol in SCFA Administrator Student Care Centres (SCCs). A portion of the SCC monthly fees is subsidised depending on the household/per capita income of the family.

Criteria for eligibility: -

Both you and your spouse are working at least 56 hours per month.
Your total monthly family income is $4,500 or less each month or your monthly household per capita income is $1,125 or less
Your child is between 7 – 14 years of age.
Your child will be attending an MSF-registered Student Care Centre.
Your child is a Singapore Citizen or Permanent Resident (at least one immediate family member in the same household must be a Singapore Citizen)

The Start-Up Grant of up to $400 will also be extended to families with gross HHI of up to $4,500, or PCI of up to $1,125 for families with five or more family members.

Students under SCFA are required to meet a minimum requirement of 50% attendance every month to be eligible for the monthly fee subsidy.

CONSENT & DECLARATION

Upon submission of this form, I hereby acknowledge and consent to the following:

Monthly Student Care Fees

Parents are required to make a monthly payment* for the Student Care until my child’s SCFA subsidy and Start Up Grant (SUG) is approved, which is subject to MSF’s approval.

*Monthly fees will be advised by the Centre Manager
SCFA Approval
- &Upon approval of the SCFA subsidy and / or Start Up Grant (SUG), there may be a need for a fee Top Up or Offsetting of excess fees (up to 6 months) depending on the subsidy amount approved by MSF.
- If the SCFA application is unsuccessful, parent will be required to make payment of $290 a month for the period of the application as well as make payment for a deposit and other required fees (if applicable).
- Parents who are not eligible for SCFA but still wish to apply (subject to MSF’s approval), are still required to make payment in full for the Student Care Fees until the outcome of SCFA subsidy.
Attendance Requirement

Students under the SCFA scheme are required to meet at least 50% attendance every month. The attendance requirement applies during school holidays as well as when the SCFA subsidy is pending approval. Non-fulfilment of 50% attendance will result in non-eligibility for SCFA subsidy for the month and parents will be required to make the full fee payment of $290 for that month.
Renewal of SCFA Subsidy

Parents will be required to apply for a renewal of subsidies by the end of your subsidy period, which includes a new SCFA application form and supporting documents. Incomplete renewal applications by the stipulated date will be deemed as a disinterest to contiune your child’s enrolment at Big Heart Student Care.

All SCFA renewal applications will be re-assesed based on the information and documents provided and it is subjected to approval by MSF.

Upon processing of the renewal application, the Student Care fees may be revised accordingly. The Centre Manager will advise parent on the monthly fee payment until the new SCFA subsidy is approved, which is subjected to MSF’s Approval.
Withdrawals

Parents who intend to withdraw their child are required to provide the Big Heart Student Care withdrawal form to the centre manager with at least 1 month’s notice. Students will only be allowed to withdraw at the end of a month, inclusive of 1 month’s notice. Parents are to ensure that their child fulfils a minimum of 50% attendance for that month.

OBJECTIVE
The Programme Fee Subsidy (PFS) scheme is an enhanced subsidy scheme provided by the Self Help Groups to students receiving the Student Care Fee Assistance (SCFA) from MSF. The amount of PFS is dependent on your monthly household income and the subsidy can be used to cover costs such as full day charges, enrichment and learning journey costs.

Terms and Conditions

All information stated in this form and relevant forms (e.g. SCFA) attached will be shared with the respective Self Help Groups to apply for SHG – PFS.
All information provided is true and correct and any provision of false information will lead to the rejection of this application and I am liable for all outstanding charges for all SCC related fees.
I will be liable to top up the full amount for Full Day Fees and make full payment for monthly fees, where applicable, if my child does not meet the attendance requirement for the month.
All clauses stated in the SCFA application stays relevant to this application.

Approval

All applications will be processed and considered but eligibility does not guarantee the award of the scheme. Outcome will be notified via the Student Care Centre. The decision shall be final.
SHGs reserve the right to request for additional supporting documents, amend the rules and regulations when and where it deems necessary.
This scheme is not applicable for all courses or activities offered by SHGs, outside of SCC hours.
